  • Punjab: State Govt. of Punjab has decided to provide following incentives to ZED rated MSMEs:
·     Expansion, Diversification and Modernization: A Unit inducting new plant & machinery as per recommendations of QCI under ZED scheme shall be exempted from the minimum investment prescribed (Clause 6.2) and shall qualify as per actual expenditure incurred on additional FCI
·       MSME units shall register themselves under the ZED scheme of GOI and achieve maturity level at least up to Bronze category within 3 years from the date of production/extension production to avail following fiscal incentives (under clauses 13.4 to 13.16)
a)    10% of the cost of Public Issue expenses, subject to maximum of Rs.2.50 lakh for registration of National Stock Exchange. Direct subscription up to 10% of the Public Issue to be provided out of corpus to be created jointly with SIDBI, Nationalized banks & the State Government subject to a maximum of Rs. 10 lakh
b)    Subsidy @50% on the cost for adopting technology subject to maximum of Rs. 25 lakh
c)    Reimbursement of 50% of expenses subject to maximum of Rs. 5 lakhs incurred on installation of plant &machinery& testing equipment
d)    75% reimbursement of cost of energy audit (pre-audit and post energy audit) subject to a maximum of Rs.2 Lakh
e)    75% reimbursement of cost of water audit limited to a maximum of Rs. 1 lakh
f)     75% reimbursement of expenses incurred on cost of Safety audit subject to a maximum of Rs. 1 lakh
g)    50% financial support limited to a maximum of Rs.25 lakh on fixed capital cost for setting up of new Effluent Treatment Plant
h)    Reimbursement of 25% of the rating fee subject to a maximum of Rs. Ten thousand for Credit Rating by Micro and Small Enterprises carried out by the Government agency/ SIDBI and NSIC/ Govt. accredited credit rating agencies.
i)      Reimbursement of 75% of the actual expenses with maximum of Rs. 10 lakhs for domestic patent and Rs. 20 lakhs for international patent registration.
j)      100% reimbursement of the total expenditure incurred for obtaining ZED certification approved by Quality Council of India subject to a maximum of Rs. 10 lakhs
k)    @50% of total rent limiting to Rs 10 lakh for participation of minimum 5 units in Punjab Pavilion in International Trade Fairs abroad. 25% of total rent limiting to Rs 3 lakh for Domestic Conferences and Trade Fairs.
l)      1% of Free on Board (FOB) value or actual freight excluding government fee and taxes on transportation of goods from place of manufacture to the sea port & airport from where they are shipped, whichever is less and maximum up to Rs. 20 lakh per annum

  • Odisha: State Govt. of Odisha has announced the following incentives for ZED rated MSMEs:
a)    80%, 60% and 50% subsidy to Micro, Small and Medium enterprises respectively on the remaining cost of certification after discounting the 80%, 60% and 50% subsidy provided by Central Govt.
b)    One-time reimbursement of expenses incurred by applicant MSME unit on acquisition of Plant & Machinery/ Testing equipment for obtaining ZED ratings in the following manner:
-          50% of expenses upto Rs 1 lakh incurred  to achieve “ZED Bronze” from “No rating”
-          50% of expenses upto Rs 2 lakh incurred to achieve “ZED Silver” from “ZED Bronze”
-          50% of expenses upto Rs 3 lakh incurred to achieve “ZED Gold” from “ZED Silver”
-          50% of expenses upto Rs 4 lakh incurred to achieve “ZED Diamond” from “ZED Gold”
-          75% of expenses upto Rs 5 lakh incurred to achieve “ZED Platinum” from “ZED Diamond”

  • Haryana: State Govt. of Haryana has announced the following for ZED rated MSMEs:
a)    75% reimbursement of the total expenditure incurred for obtaining certification subject to a maximum of Rs. 1 lakh for obtaining ISO/ HACCP/ BSI/ WHO-GMP/ ZED/TS/ Hallmark certifications approved by Quality Council of India. This assistance would be in addition to the support being provided by Government of India.
b)    Zero Defect and Zero Effect: To adopt this concept, the financial support for quality certification, technology acquisition @ 50% maximum of Rs. 25 Lakh, patent registration @ 50% maximum of Rs. 25 Lakh, testing equipment @ 50% maximum of Rs. 5 Lakh, technology up-gradation and assistance for establishment of Effluent Treatment Plant for environment compliance @ 50% maximum of Rs. 25 Lakh will be provided. The financial support for, availability of finance through credit linked interest subsidy scheme @ 5% maximum of 5 lakh per year, credit rating will also be extended.

  • Gujarat: State Govt. of Gujarat has announced the following for ZED rated MSMEs:
a)  Assistance in quality certification: 50% of all charges incurred up to a maximum amount of Rs.5 lakhs paid for the WHO GMP, Hallmark Certification and others national and international certification approved by Quality Council of India(QCI) ERP & ISO certification will be eligible for each. (Excluding Renewal charges of certification)

b) 50% of cost of testing equipment and machinery required and purchased before of quality certification totaling up to maximum amount of Rs.10 lakhs enchased up to the date of certification or operative period whichever is earlier

  • Rajasthan: State Govt. of Rajasthan has announced the following for ZED rated MSMEs:
a)      Assistance in quality certification: 50% of all charges up to a maximum amount of Rs.3 lakh paid for obtaining of each certification for ISI /BIS / WHO-GMP / Hallmark certifications & other national /international certification approved by Quality Council of India

  • Daman & Diu and Dadra & Nagar Haveli: State Govt. of DD & DNH has announced the following for ZED rated MSMEs:

a)  Promote “Zero Defect Zero Effect” (ZED). Introduction of environmental and sustainability practices and technologies.
b)    Support to get quality certification to introduce quality products in competitive market: 50% of capital cost for installing Enterprise Resource Planning (ERP) systems to a maximum of Rs. 50,000/-, 50% of all charges including consultancy fee up to a maximum amount of Rs. 50,000/- paid for obtaining ISO certification and 50% of all charges up to a maximum of Rs. 5 lakhs for obtaining certification for ISI/WHO-GMP/Hallmark certification and other national and international certification approved by the Quality Council of India and IPC, DD & DNH.
c)    75% cost of energy/water audit conducted by a recognised institution/consultant subject to maximum of Rs. 50,000/- will be reimbursed once during the operative period of scheme.
d)    25% of cost of the equipment recommended by the auditing authority subject to 20 lakhs as one-time assistance will be provided during the operative period of the scheme towards assistance of saving in consumption of Energy and Water.

  • Uttar Pradesh: State Govt. of Uttar Pradesh has included the following on ZED in the UP MSME Policy 2017:
a) To encourage manufacturing of quality products, Micro, Small and Medium enterprises may qualify for Indian Quality Standard such as Zero Defect Zero Effect Certification. To fulfil these objective guidelines may be made in collaboration with Government organizations like the Bureau of Indian Standards(BIS) and Quality Council of India (QCI).

  • Tamil Nadu: State of Tamil Nadu has included the following on ZED in the Policy Note of MSME Dept.-2018-19:
a) EDII is working jointly with National Productivity Council (NPC) in implementing ‘Lean Manufacturing Competitiveness Scheme’ (LMCS), National Institute of Design in implementing ‘Design Clinic Scheme (DCS)’ and Quality Council of India, New Delhi in implementing Zero-Effect, Zero-Defect (ZED) program for the benefit of existing Clusters. The above programs are forming part of National Manufacturing Competitiveness Program (NMCP) Scheme of Government of India, Ministry of MSME.
